No mods are needed.
You'll start with 2 vehicles, you'll have to infiltrate the city to reach the Yellow marker, where a boat is waiting. As you reach the boat, check the Blue locations for Civilians. Once you finish these, choose your retreat location on Green.

Have fun, this is a simple CoOp mission!
