Single & Multiclass progression fixes

Tweaks for single and multiclassed characters.

Allows multiclassers to reach 9th powerlevel.
4th lvl unlocks 2tier abilities
6th lvl unlocks 3tier
8th lvl unlocks 4tier
11th lvl unlocks 5tier
13th lvl unlocks 6tier
15th lvl unlocks 7tier
17th lvl unlocks 8tier
19th lvl unlocks 9tier
(there is still a visual bug telling that higher tier abilities are locked, but ignore it).

To give an incentive into playing a single class character, I made their progression slightly faster.
2nd lvl - 2powerlvl
4th lvl - 3powerlvl
6th lvl - 4powerlvl
8th lvl - 5powerlvl
10th lvl - 6powerlvl
12th lvl - 7powerlvl
14th lvl - 8powerlvl
16th lvl - 9powerlvl
17th lvl - 10 powerlvl
18th lvl - 11 powerlvl
20th lvl - 12 powerlvl

This means that single classed characters will receive 2x ability points at level 17,18,20 (as always when reaching a new power level) and will have their power pool expanded.
Casters, from powerlvl 6 onwards are receiving 3rd cast on their spells.
A single class casters on 20th level can cast 4/4/4/4/3/3/3/3/2 spells per encounter.



Also, on character creation, you can add up to 25 points to attributes instead of vanilla 15. You don't have to spend them all if you don't like this change.

As the mod isn't altering classes directly, it should be compatibile with most mods editing classes/abilities.
