I got many communities to grow everywhere.

Nothing will grow on the side where the starting city is, you are asked to build on the other side of the lake.

It is up and running quickly but I was wondering. Can you build new communities? I have tried putting roads and no buildings pop up. I have waited 3 hours at topspeed and nothing. It seems that making all that money is useless if you cannot expand the city. Other than that, the map, scenarios and ruleset are great. Just short playing time if no expansion. Thanks!
