Are you using the JNR mods?I've heard there are some issues with the combination of JNR mods and Civilization Expanded.Please try removing all mods before using it.

This MOD has been updated according to GS.
However, it overwrites the file "EspionagePopup.lua".
Therefore, if there are MODs changing the same file, there is a possibility that they will conflict and not work properly.
