Yet another weapons tweak

This is my effort to try and balance the issues that I have with sams weapons.
All changes listed below.

HD

Singlebarrel:
- Spread changed to X .5 and Y .25

Doublebarrel:
- Bullets changed from 14 to 15

Sniper Rifle:
- Has beeen made more like its SS3 counterpart
- Sniper does just as much damage unscoped as it does scoped
- Sniper is unaccurate unscoped just as it is in SS3
- Ammo Cap has been changed to 40, 80 on Serious.

SS3

Doublebarrel:
- Bullets changed from 14 to 15
- Rate of fire changed to 1.6 from 1.7

Rocket Launcher
- Rof changed to SS3 classic

Devastator
-Ammo count changed from 25 to 20 (classic SS3)
