Lone Wolf breaks a lot of stuff in the game and shouldn't be the focus of balance changes.
Executioner has always felt like it was more for long range spellcasters that don't need to move enough for The Pawn to be warranted, that are just going to use teleport scrolls and powerful high AP cost skills to nuke large amounts of enemies at once (by large I mean like... more than two), and for that, this Executioner change is a massive buff. You say it's not likely on Tactician, but factor in Lone Wolf and not only is it likely, it's hard to avoid.
You have to kill 3 people in one turn for it to provide any upside compared to its normal version and how frequently are you having one person kill 3 enemies in one turn on Tactician?
Melee only? Is skill damage included?
