It's a hovership thing. Not a true one, it doesn't float without the fans being active.

Oddly enough, that made it persistent throughout the updates, as while many airships broke due to changes to either hovers or wheels or probably something like a single GSO light block, the JBD never had those issues due to already being too janky to actually break short of removing the hoverbug entirely.
