Apparently Australian but I didn't listen to the dub because I can't pass up hearing more of Norio Wakamoto.

His appearance base is made by DrKelexo where I took care of the rest. His moves are largely based off of his appearance in The Battle of Yuu Yuu Hakusho: ♥♥♥♥♥♥! Ankoku Bujutsukai! 120%, which of course includes a lot of headbutts. A lot of them.
