[HCS] Light Laser Cutter

The high capacity systems Light Laser Cutter is a small, high deltaV ship that mounts 2 heavy lasers as well as an assortment of railguns. The Light Laser Cutter is designed either to fight as part of a fleet or do solo patrol missions escorting convoys or attacking undefended enemy assests. The Laser Cutter also has more armor than my other laser based ships, do to the fact that it may not have a destroyer escort.
