I think you can still do it. You can place rotor head on it's own on the wheel. Then you place rotor, grind down the rotor head and move it close to the rotor head you placed earlier then connect it in the control panel.

How on earth did you get the rotors on the wheels? Was it just a thing you could do in the past that you can't now?
