AI Embeds Agents into Armies

Ive been playing with these changes for awhile and im about 95% sure its working. The only doubt i have is im not extremely familiar with the table I edited to make the changes so please let me know if you see otherwise. This basically prioritizes agents to embed into armies over anything else they would do.

WARNING - If you like the campaign play with agents and sabotoging and assassinating then this isnt for you, the AI will cease that sort of play. Iono, ive been playing since medieval total war and im just over the agents campagin map play and I would rather just see them in armies, I dont assassinate and I dont let the AI assassinate in my games. Plus it becomes a burden controlling them in mortal empires late game. But as far as ive seen, AI agents wont do anything else but embed. And if you dont like it, just turn it off and the gameplay will go back to normal, no worries.
