描述
Holy Site, Campus, Encampment, Harbour, Commercial Hub, Aqueduct, Theatre Square, Entertainment Complex, Industrial Zone and Aerodrome are free. However, Cost for spaceport is 2000 and cost for neighborhood is 300.(Umbanza is 150).

this mod is not working with existing games. you have to create new game.

My mistake. I was meaning a port not harbour..... For harbour, u need only seawall.

Literally, Free District. Holy Site, Campus, Encampment, Harbour, Commercial Hub, Aqueduct, Theatre Square, Entertainment Complex, Industrial Zone and Aerodrome are free.

I feel like the harbor should have a production cost for the reason stated above
