Basically you are given a Charter by the Emperor to develop an area of land in Hammerfell Province into a City.

The Elder Scrolls V: Skyrim / Hearthfire DLC:

Build a City 3.0
by: M7. (8/1/2018). version 1.0 (*** TESTERS DESIRED **** )...
=============================================
To Enter Hammerfell Province go to the Ship icon near Windhelm Harbor. Access the Golden Telepad to the ship in Hammerfell Province, then access a Dwarven Button (Place Buildings Here) and get the Instructions book to start the Quest. Follow the Quest or Book for information. Each Town is built in order of appearance.

1. Eclipse Town - Build 3 Small Houses, 3 Large Houses
2. Garden Town - Build 10 Small Houses
3. Jarl's Castle - Build One Castle
4. Upper Town - Build 3 Small Houses, 3 Large Houses
5. Downtown - Build 8 Small Houses, 4 Large Houses

The City Name will appear in the City once completed.
Next, Hire Workers and create Exports for the Economy (see Automatons in Eclipse Town).

You need the Workbench(es) and the Dwarven Button(s) to build the Towns.

1. Concrete
2. Cement (Foundation)
3. Glass
4. Doors
5. Locks (Dwarven Gear, Iron Ingots)
6. Hinges, Iron Nails.
7. Wood Planks (from Wood Piles, logs at Timber Mill).
Etc.

Trade with the Lumberjack at the Mill for supplies, OR Buy the Architectural Plans if you are in a hurry. Trees contain Aspen Wood Logs. The Mines has Iron, Ebony, Stone and Clay. Clear the Mines out first.

Included:
=========
Hammerfell Guards - Barracks, Office, Prison.
Shipyard with 2 Boats and Docks Lodge (Temporary PC Home).
Trees and Navmesh.
To Be Built: Inn, City Hall, Blacksmith, Warehouse, Chapel, Stores, Medical Clinic with healing pool, etc.
2 Followers (in Castle).
A Bard (Chapel).
Horses, Cows, Chickens.

Per each set of buildings - placement occurs AFTER each set is built, not "one at a time."
M7 - ** You must complete each set before you can place buildings. **

NPCs added:
===========
A Chef, 3 Children, A Drug Dealer, a Maid, 2 Miners, 2 Patients (Medical Clinic), a warrior, 2 shoppers, & a tourist. NPCs have AI Packages (sleep, work, travel). They will appear after Employment Center button in Downtown area is pressed, after all city parts are built.

3 New Quests:

1. Colony - build a mining colony to the West of Eclipse Town after City is built & workers are hired.
2. Legion - Hire Guards from the Colonists and defend against a Bandit Attack.
3. Independence - write a new Constitution for the Colony. Choose from 1 to 3 Drafts, each with a unique reward.

it could be load order, missing requirements, mod conflict with other mods using same areas, etc.

It was the order, I jumped ahead, not a good idea. I went back to a saved game and followed the order and completed the queats.
I have another question, outpost 1, how do I get there and is a quest attached? or it it for future development ?

I am having trouble with the colony quest, I have completed all the quests required and have the key to the Trading Post and have recruited the idle miners but 'Recruiting miners' is still showing in the journal so I can't get the next key. Maybe I recruited them too early or am I missing something?
