New updated version of the Sky Tower from Oblivion -- now enhanced for 8.0

Now includes simple sensor-triggered lighting, oxygenation, solar power, and more!

* Level 10 unlock
* Placeholders for nine growing plots, repair bay, repair station, and furnace
* Fully equiped medical bay
* Generous storage
* Cannon and minigun defenses
* Fully temperature and radiation safe (as long as you don't go outside)

I think I could do a better Bubbleship now but it's been awhile since I played Empyrion
