I have a list of the game explanation charts in the Civ Summaries guide. I don't have one for Rise and Fall yet, though, so you'll have to trawl through the Georgia guide for stuff on Golden Ages, the Cree guide for some stuff on alliances, the Mapuche guide for loyalty and so forth.
I kind of wish you'd make a guide compiling the various rule explanation charts you've created.
Aside from this one, your explanation of Appeal in your America guide comes to mind...there are probably others which could be included, though I can't think of them at the moment.

I tested this with a modern era start, since I can't imagine not building a carnival by this point with any earlier starting era...As such, it's not likely to be an issue 99% of the time, but it's something to keep in mind for anyone who likes to play with advanced starts.
Basically I guess the game considers them to be the same district as far as things like era score are concerned.
