I did, however, dig through NoGlows comment section and found Rhedd and myself's old messages so that I can tell you how to get there on your own. As far as creating a mod, I dont really remember the steps for that for SD44 cause IIRC it was different from SD2 but I can tell you what files needed to be edited regardless.
For the NoGlow effects:

It's GameData\Gameplay\Gfx\UnitRenderStyle.ndf There are just three lines to edit, and you can probably figure them out on your own. :) I make it a policy of not doing combined mods myself, because I unfortunately don't have the time to keep a bunch of mods properly updated.

@GameL0ver12, The most recent update adds unlimited supply! Let me know if you come across any issues with the infinite supply though, as I didn't have much time for testing.
