I am running several mods attempting to start a new game. When I setup a new game using RAC, CIV V crashes 15-20's into the loading screen.
I am unsure which of these mods below cause conflict when using RAC.
All work fine without RAC (with the exception of Extra victory conditions, that requires RAC)::

(I have more mods, but they just add more units, buildings, wonders, and other small changes. I can't, for the life of me, see being the cause.)

I see. With player civs I would like to give players the freedom to choose exactly where they want to put their capital. With city states, which are non-playable, the freedom isn't necessary. Plus I can put city states closer together than it is allowed with settlers (see Tyre and Jerusalem as an example).
No, I mean. The regular civs are set to spawn in certain places, but they aren't actually there yet. City States, on the other hand, ARE already there. Why is that? To prevent players from stealing their settler on turn one?
The regular civs do have pre-placed starting locations (TSL): just follow the instructions above and you'll begin the game with a settler at the approximately "right" place, e.g. in the south of England next to the Thames if you're playing Elizabeth. I have a couple of screenshots above that illustrate how the world looks at Turn 0.
