One solution I've come up with, but unfortunately won't be able to work for any of my current databases, is kind of similar to your other idea. There's plenty of players in leagues most FM players don't play (I hate to say it, but Malaysia, Indonesia, and Singapore come to mind). I could use players in those leagues and re-edit them into my Prime players? That way they'd have a fixed ID, but with minimal change towards the vanilla database.
I've made a facepack for most of the players you have in your prime pack and for the newer players. Did try it for the older ones, but having black and white pictures in the game just didn't look right, so ended up not using those players. The way I handle it now is manually change the name of the PNG each time to match with the player ID in that particular save. Not great, but works as it's generally the last two digits that need changed.
