Gibraltar and Reef Optimizations

Optimizes and fixes the Lua code used to find suitable locations for these natural wonders, which both require special methods.

- Prevents the Rock of Gibraltar from spawning on small islands; especially single-tile ones which may render it unworkable! (special thanks to whoward69 for explaining Area function)

- Prevents the Rock of Gibraltar from spawning next to ice, which I believe looks really bad.

- Adds a land check to the Great Barrier Reef so it doesn’t spawn too far out into the sea and away from any land where it can be worked from.

- Adds a requirement that the core tiles of the Great Barrier Reef must initially be water so that resources aren’t wasted out in the sea and unworkable. (The old method allowed the initial tiles to be land as well and converted them to coast later. BUT, the global resource list already recorded the plots around that land as potential spots to place resources; and they stay that way!)

- Adds an ice check to the adjacent plots of the upper half of the Great Barrier Reef so that it doesn’t spawn adjacent to ice. A check for the lower half already exists, but for some reason, it was missing from the top!

Also, if you like these, you may also be interested in a fix for Krakatoa, which can be found within my Steam Workshop. (And Krakatoa was in much worse shape than these two!)
