Bolt Staff Tweaks

Despite being described as a 'sniper' weapon, the bolt staff has some issues.

This mod adds a zoom to the third charge stage, and corrects the sound queues for the charge stages.

Notes:
Once zoomed, will stay zoomed until the Charge keybind is released.
Once zoomed, the Weapon Special keybind will increase zoom level.
Set the Zoom Level setting to 'No-Zoom' in order to zoom in on button press instead of charge stage.

Requires Vermintide Mod Framework
Adds a mod menu to configure or disable the features of this mod.
A restart is required to apply changes.

Tested to Work:
As Host
As Client
While not using bolt staff (i.e. should not break anything)

Issues
Charge speed does not affect bolt staff in vanilla Vermintide.
There is no camera transition from Zoom-In to No-Zoom. - Fixed!
Let me know if there are any other problems.
