No Empty L-Cluster

描述
Ensures that the L-Cluster does not spawn with nothing in it.

90% Chance of the Grey Tempest
10% Chance of Dragons

Updated to include fourth option.
Distribution is now:
80: Grey Tempest
30: Dragons
30: Empire

I am aware that this adds up to more than 100 percent, that is just how it is listed in the game files. Chance of it being empty was added to grey tempest.

It's never empty...
When it's seemingly empty you can find Grey there somewhere, who is an awesome leader! ^^

maybe try adding a compatiblity section to your description so that we know what files your mod alters.

Could you do an opposite version of this maybe? Where there's zero chance of the cluster having the tempest, 90% that it's full of dragons, and 10% that it's empty?

@Creston, try moving the mod to the top of the load order, if you have another mod that modifies distant stars events it may be overriding the mod changes that the mod makes.

I don't think this works in 2.1.2 anymore. I've literally never had the L Cluster do anything in my game except give me crappy minerals, so I finally got this mod, activated it, started a new game, and lo and behold, the L-Cluster opens into: Nothing but crappy materials. :(
