Regarding configuration, modconfig isn't impossible for gamerules by any means but there's a few issues to integration. I would probably want a way to access modconfig via the main menu and to lock configuration changes during the game.
Also, 10M seems like it might be high. Perhaps you could use the "Mod Config" mod to allow the fine to be adjustable? Or because it is a game rule it can't be adjusted once the game starts?

I had originally planned to do payout tiers based on traits and specializations (celebs/geniuses should be very expensive to lose, for instance). The basic code for it is easy, but I want to make sure I add in some alerts/UI feedback letting the player know how much money is being lost when I make the formula more complex.
So, it's something planned soonish. =)
For example: $10M for each non-specialist colonist and $25M for each specialist.
