Well, I think I've just done it for myself in the "local" mod folder, but I think someone should publish a "partnership" mod.

Can you make a mod that limits alliances to exactly 2 nations? Like partners?

Ive got 2 AI stuck talking so the turn wont tick over, Would it be due to this mod because the ai are trying to form an alliance?

This will only cause a victory if you have the victory condition - controlling all home planets - enabled.
