Timescale Months Rebalance

This is the rebalance portion of the Timescale Months mod. It can be used stand-alone, but is intended to provide balancing against the Timescale Months mod.

Some general rebalance rules:
- Industry takes significantly more power
- Nuclear fusion power sources are improved
- Wonders are significantly boosted. Some upgrades for wonders available.
- Technology costs scales up much more harshly.
- Science labs produce more science.
- Martian patents research not repeatable, but provides funding each Sol based on how much research you have completed. Some techs worth more than others.
