Niri Mod - Better Leaders

This mod gives you more leaders and aims to improve them slightly by:
- Increasing Base leader cap to 15, from 10 as in base game.
- Improving Leader cap technologies (They now give more leader capacity).
- Increasing base Leader pool to 4, from 3 as in base game.
- Increasing max leader level to 15, from 10 as in base game.
- Improving the "Aristocratic Elite" Civic to give +5 Leaders, from +2 as in base game.
- Reduced the minimum age of leaders to 24, from 28 as in base game.
- Improved "Transcendant Learning" Ascension Perk to give +10 Leader capacity.
