Perhaps a different mod you have is messing with things, most likely it's a glitch, because nothing in the FCS should allow anything to affect what is in your backpack inventory.
Also, I found out I'm not on experimental.
This mod only adds the items to the vendor's item list. It doesn't touch the vendor's inventory respawn rate.
That being said, before I used any mods, a few versions ago, I also experienced a few merchants, like the notorious Robotics merchant in Mongrel, that will not respawn their inventory.
One thing I've noticed is that if I am standing too close to a marchant, even over the span of 2 weeks, they won't have their inventory respawn.
There seems to be something wrong with merchant inventory respawning, and being in the same building as them and having them loaded in. So, try not being in the same room and a good bit away, is the only advice I can offer. If the problem persists, then the merchant may be bugged. Either way, this mod isn't the cause.
