You might not see this answer, but the "Unlock Everything" is a vanilla mod, already built in. I think the only solution, I think, is to enable that mod, if you're OK with that. Other than that, I don't think there's any other solution.

1. Grab the Ship Line tool mod off the workshop so you are able to delete the line that goes on land.
2. In terms of sewage, you can use the lakes that are already on the map to install the sewage pipes. Not ideal--I know, but iyt is really the only thing that works.
3. If you don't like the paths, then you can modify them with move it or delete them.
I'm not planning on realeasing a revised version of this map, but in order for it to be playable, you have to follow 1 and 2. I am deeply sorry to anyone who was dissapointed after seeing BonBon B review this map, but I feel I got the astetics of the map right.
