Witch Hunter General - Updated for VC!

Hello and welcome to a much smaller than usual mod!
This one adds the Witch Hunter General as a new lord for Empire/Middlehiem.
He has a full skillset with 10 new custom skills, is optimised for Campaigns and available as a leader in custom battles.
