Poland can into Space! New sponsor

描述
Adds a new mission sponsor and two commander profiles.

"Poland" mission sponsor:
- Additional rockets are more expensive to purchase
- All colonists are Workaholic
- Expert builders (Dome concrete and polymer costs are reduced by 40%)

"Utopian Leader" commander profile:
- Bonus breakthrough: Multispiral Architecture
(Unlocks Oval Dome - an elongated Dome which has space for two Spires)
- Bonus breakthrough: Extractor AI
(Metals Extractors and Rare Metals Extractors can work without crews at 50 performance)

"Trailblazer" commander profile:
- Bonus breakthrough: Plasma Rocket
(Rocket travel time to and from Earth reduced by 50%)
- Bonus tech: Rover Command AI
(The RC Rover no longer needs recharging, starts with 4 additional Drones and command limit increased by 12)

Mod has a bug: Concrete/Polymer cost reduction shows on build menu, but does not actually work. Also, the build cost reduction shows when choosing the commander profiles with another sponsor - even though it's supposed to be linked to the Poland sponsor.
