This is a non-RICO, LEVEL 4, version of my L5 building found at http://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=1288505724 ... created for the areas of my gamesave that never seem to get property values over L4. This way, I can have my same pretty highrises in those areas as well. Only visible difference between the L4 and the L5 is that the L5 has trees in front and the L4 has white flower bushes in front.

You can use the Realistic Population Mod to give these highrises more residences per building without resorting to the RICO mod to do so. The Realistic Pop Mod automatically sets building residential count based on the size of each building, so the buildings then make sense.
