Manor is twice pop-cap increase of Houses so it should be increased to 50 instead of 10 cause if Houses = 10 pop and
Manor = 20 pop
than with your mod
Houses => 100 * 10 = 1000
Manor => 10 * 20 = 200
Meaning Atlantis has only 1/5 pop-cap of the other civilisations.
