"How to use?" Install, capture a capital, the raze option should be clickable unlike normal.
"Does it work now?" It should still work. I haven't played in a while but none of the DLC since the last time I played has fundamentally changed how capitols work.
"Does this allow you to trade capitals?" Unfortunately no. I tried figuring out how to enable that but it is buried much more deeply in the code.
"After the remove of capital, would I still get the domination victory?" Yes. If the civilization is not completely wiped out, then the next most populous city will be marked as the capitol (similar to how if rising water wipes out a capitol). If they are completely wiped out, it is not counted towards the domination victory which is I believe 80% of the available capitols (if only one capitol stands, then you should get it).
