Compatch for Origins Civics & Planetary Diversity.

Overwrites the Lost Colony, Climate Shift, and Nuclear Mutation start events to account for the new planet types. Now the randomly spawned home empire will have the correct planet type, climate shift will account for all planet types, and nuclear mutation will not have a duplicate planet preference trait.

**Note, Climate Shift will not work for any of the Exotic start types. I purposely disabled it since there is no alternative planet type for the exotic starts (exception being irradiated).
