Red's Military Civics

Get tired of Citizen Service being the only civic to give a boost to naval capacity? Ever wonder why it doesn't effect the army? Well now, both of those issues are tended to in one mod.

Military civics are added in with an eye towards a specific military type. Citizen Service and Imperial Military are both identical but meant for opposite ends of the spectrum, with Citizen Service meant for democracies and oligarchies while Imperial Army is meant for Imperial nations. There is also citizen soldier and conscript, for nations that aren't quite so military minded but still want a slightly better military. Conscripts, I will warn you, are meant to be mass produced cannon fodder that will hopefully overwhelm the enemy.
