Innovation points reduced to 20. This gives purpose to Universities. Also 2 technologies that gave a bonus 10% to innovation points have been buffed to 30%

All techs have their bonuses significantly reduced.

Locomotives have been rebalanced and their prices where increased. From 50% to almost 600% for 1910 locomotives.

Wagon weights have been readjusted to dedicate more powerfull locomotives to even heavier freight
