Spare Wheels with Fuel

Adds some fuel capacity to every spare wheel that has some kind of attachment which at least remotely resembles a fuel canister.

This means the mod is available for all stock vehicles which can use spare wheels except for the A-469, A-3151, C-256, C-4310, and C-6511x. In addition, every mod that can use any of the supported vehicles' spare wheels can also use the modded ones.
