Strategist Difficulty v.2

描述
Alters game Difficulty settings:
-AI Combat bonus increments by +1 starting from base +4 on Prince. Ends with +8 on "Strategist".
-AI gets only default bonus on Production. NO BONUSES on other yields.
-AI gets no boosts for techs and civics.
-AI gets no additional starting Settlers.

All other difficulty settings (starting combat units, barbarians and diplomacy) untouched.

This mod is fully compatible with [2/7/18] and subsequent [2/13/18] patch and R&F expansion.

There is no "issue" with AI and CityStates. It is good AI conquers CityStates as it opens more diplomatic and military oportunities for human player.

As a side benefit, does this reduce the issue with the AI rolling over City-States?
