Simple TTT Chat Fixes

Hello everyone! I, with the help of a certain French friend, made this small patch to fix a couple things with how TTT handles chat.

Just a pre-note, this probably won't do anything if you do it clientside, this is for server owners to use.

Patch #1:
Innocents can NOT use Traitor Chat.

Why was this a thing? Why were innocents and detectives that are alive allowed to use teamchat, which is for traitors? This could be the cause of some ♥♥♥♥♥♥♥, like innocents telling traitors where their other innocent buddies are, and all that.

Patch #2:
Dead/Spectators now can NOT use public chat.

This isn't 100% needed, but it helps a bunch if you run a Gmod Discord relay bot. I'll try to explain it the best I can.

So, some methods that send the chat to your chat room of choice have an option to not include team chat, but any global chat is relayed. This patch fixes that by clumping in dead people with spectator teamchat, and not allow them to talk globally. Because their chat is teamchat, anyone that is trying to ghost by seeing the dead chat in the Discord, will not be able to.
