Diplomacy and Disaster - Kingdoms of the German Empire

The German Empire consisted of 25 constituent states and one Imperial Territory. Four of these states were kingdoms (Prussia, Bavaria, Saxony, and Württemberg), each of which maintained a Ministry of War, with the Prussian ministry taking responsibility for the remaining states and territory.

This mod is an attempt at better reflecting this by adding Saxon and Württemberger nationalities into the German Empire (Bavaria is already in the base game), and by changing the make up of the military to better reflect the composition and location of the various military units during the period immediately prior to the outbreak of the Great War.

Still need to check naval and air units.
