OP OPMs (Fluid Version)

Following popular opinion, I have created a version of the OP OPMs mod in which the OPed modifier is fluid. If you get too big, you lose the modifier. If you get shrunk down, you gain the modifier. This will probably prevent any country from growing more than 5 provinces without being devoured.

Currently the max size you can be and keep the OPed modifier is 5 provinces. Also, all differences between modifiers for 1 province, 2 province, 3 province, and 4 province countries have been removed - there is one OPed modifier only now.
