Combine Overwatch VIR

This adds a new voiceover for the advisor, based upon the Combine dispatcher from Half-Life 2.
It works well for cold, authoritarian, empires such as that of the Combine itself.

The sounds from this are directly taken from Half-Life 2, though a few lines were sentence-mixed to fulfill a specific role. Otherwise, there may be some lines shared between similar events, other events may have multiple lines. All of them are rather thematic for a Combine-styled empire.
For extra flavor, the fleet move click now has a set of voicelines issuing short, euphemized, commands.

To ease some confusion, I have included the list of voicelines and what they mean.
