Would be possible to make an add-on (like this wonderful one) for the Charger instead of the Hunter?

Well first thing would be to check that this mod doesn't conflict with anytning else by checking addons menu and/or console output. Then if there is definitely no official conflicts, the only remaining possibility why it wouldn't work is some other particle mod also contains hunter effect. There is no definite way for a regular user to check that ( requires extracting the files and checking them with modding tools ). In that case, only thing you can do is analyze what addon could be the problem and try disabling that.

How do I manually resolve it?

Just check the add-ons for conflicts. Even if there's no conflicts, you might have to manually resolve this if there's other mods overriding it.
