can you do a male vox that isn't an anime or girl vox for military?

I recommend you at least state in the description that the add-on includes hover sounds and such because it sincerely does. It's really frustratin' to go through ones own add-ons to find that specific issue.

Could you do Civil protection?

Weird... I even looked at folders with sounds. One is just a vox and second one named "garry's mod". And there are three sounds simply called "hover" "click" "return" or something like that. So I got the feel like that was intended to replace files. Also thank you for response and for the only valuable sounds of deathtroopers in workshop.

That is old addon but I do remember that I haven't modfied that sound.
