Draco augment tweaks

This is a few tweaks to Draco, so his scanning would be less frustrating to use and be more viable endgame.

1) Random boost from scanning KO guards is still random, but:
a) If Draco have 3 or more items on cooldown, cooldown boost is guaranteed,
b) If Draco doesn't have items on cooldown, cooldown boost doesn't happen
c) Credit boost happens only if you have less than 1000 credits
d) PWR boost (+3PWR) happens only if you have less than 7 PWR
e) AP boost (+4AP) happens instead of other types if those don't satisfy according conditions

2) Scanning dead guards after maxing Draco skill gives doubled reward (twice AP, twice credits and so on)
