A texture mod changes the values of the textures to be used by the game and adds those as additional files. This mod does not even do that, it just makes it so that the grass crop in the field uses a different model, which is one that is already in the game. No new models or textures are involved and this means no loading times :-)
I hope that answers your question!
Of course, every mod changes values in the game files, and the game has to compute these, which can sometimes be connected to lag. Your question led me to believe that you may have lag issues, which is why I specified what exactly this mod does change :-)
This mod does change a value, and that is the plant model for the grass crop in fields. This should not cause any lag whatsoever, but if it does, that might be a sign that are file loading is extremely slow, meaning there may be something wrong with your physical drive or file system.
