Global Warp Bomb

This gives all Skaven armies on the campaign map the ability to use the Warp Bomb ability that you gain from building walls in a settlement. You'll still have to build one wall structure that gives you the ability to use Warp Bomb, but once you do you all your armies will have the ability globally.

This is not balanced, at all, but it's really fun! There's nothing more hilarious than watching a bunch of Skaven blow themselves up (unless you're on the recieving end).
