OBOW: Sniper, Military - MSG90 Gritty Realism script

OBOW: Pronounced "oboe" (yes, like the instrument), it stands for "Overseer's Balance Overhaul for Weapons".

This is a script that rebalances the Military Sniper. I gave it a minor damage buff to put it more on par with other Primary weapons. It does a little less damage per second than the other Primaries, but it can maintain a longer stream of damage due to the large magazine size. I also made a few tweaks to the spread to make using it on the move a bit less muddy. Vertical recoil was increased marginally as a cosmetic change, and the same goes for the spread per shot. There are a lot of other little changes, all listed below.
