babylon 5 factions (1.8.1)

works for 1.8.1 beta now. for some reason I couldn't get workshop to let me update it where it was before. currently just race portraits with prescripted empires. This is still basically just an updated version of seegee's mod so there is soem stuff I haven't even looked at yet. if there is anything other than ships (see below) you want me to prioritize or you want to bring to my attention I will work on them when time allows. atm I am working on adding more portraits for existing races because I noticed how few some have.

I am in discussions with a person who was actually working on a b5 mod before I decided to update seegees and the precise logistics of things going forward isn't entirely clear to me. He has gathered some people to help and as I understand it has already made progress on making a tech tree for every race, as well as having some ship models that just need some stuff done to make them work for stellaris. I will clarify the situation and update the description
