If the numbers are not universal, it shouldn't be too hard to find HOI4, and to find the mod you can sort by "date modified." If you installed the mod before the last update (Nov 12, 2022 @ 8:13pm), then the mod will be somewhere at or after that date and time. If you installed after that date, you can look up when you downloaded the mod in subscribed items and look for a file dated close to that.
Steam->steamapps->workshop->content and then you'll find numbered files representing installed games with integrated workshop mods installed, and in those said folders you'll find more numbered folders which are the workshop mods themselves. It takes a little searching to find what you're looking for (especially if you have a lot of installed workshop mods) but it's very doable.
