Classic Beheaded Rocketeer Stats Mod

This mod changes the stats of the Beheaded Rocketeer to make it behave more like it's SS1/SSHD counterpart.

Here are the changes:

- The "Loading up their gun" animation doesn't play anymore so they will fire their guns much quicker than they did before
- Their projectiles move more quickly now
- Their melee damage has been increased a bit
- Their accuracy has been increased so that you are more likely to get hit if you are closer to them
